Issuing policies will earn you strategic advantages and strengthen your soldiers.
Some clans have special policies.
Gold must be consumed every month to prepare policies and pay their upkeep costs. If there isn't enough money, the policy and its effect will be interrupted.
Select Council > Policy from the command menu.

*An issued policy cannot be canceled.
*Additional policies may become available upon performing certain activities, such as adding major settlements or appointing overseers.

Issue

A policy can be issued by fulfilling its issuance conditions.
After the preparation term has finished, a policy can be issued, and you can gain its effects.
Consumes gold every month (including during the preparation term).

Issue Condition

Only attendants or lords with a station of captain or above or the daimyō can be chosen as assignable officers.
The term until issuance will be shortened in proportion to the assigned officer's POL.
Some policies can only be issued after fulfilling certain conditions, such as assigning an officer with a certain tenet, adding a major settlement, the arrival of Christianity, or appointing an overseer.

Prestige The prestige required to issue the policy. It can be issued after reaching a certain threshold.
Activities such as gaining more castles or obtaining official posts and titles will increase prestige.
Officer The number of officers required to issue the policy (the daimyō or attendants or lords with a rank of captain or above). Some policies also specify a specific tenet.
Term The time it will take for the effect to activate after issuing the policy.

LV (★)

Raising the level of issued policies will strengthen their effects.
However, the requirements for that policy will become stricter (for example, a certain higher level of prestige may be required), and the monthly gold cost will increase.

Additional Commands

Various commands can be unlocked by issuing policies such as System Reform.

Castle Town Plan Issuing the System Reform policy will unlock castle town plans.
Access Civil Affairs > Town Facility to set a castle town plan. The lord will follow the plan when adding settlements and facilities.
Land Holder Replacement Issuing the System Reform LV2 policy will allow you to replace land holders.
It normally isn't possible to change an officer's county once you've assigned them one, but this enables you to change assignments freely.
Access Appoint > Relocate to change assignments for all land holders at once.
Lord Replacement Issuing the System Reform LV3 policy will allow you to replace lords.
It normally isn't possible to change an officer's castle (county) once you've assigned them one, but this enables you to change assignments freely.
Defensive Base Issuing the System Reform II policy will allow the possibility of a siege when defending your main base. You will also be able to designate defensive bases.
Main bases and defensive bases can then only be occupied through sieges, making them great for defense.
Overseer Construct Issuing the System Reform II LV2 policy will allow you to have more overseers.
Resupply Base Issuing the System Reform II LV3 policy will allow you to designate resupply bases.
Units that pass through a resupply base will automatically replenish their provisions.

Additional Policies

Achieving specific clan targets will unlock more policies.

Postal System Expands the governance range of the daimyō province when issued.
Raising the LV expands the daimyō province's governance range even further and expands the governance range of vassal provinces as well.
Gunji System Allows representatives and chamberlains to seize settlements when issued.
Raising the LV allows representatives and chamberlains to add equipment and settlements.
