Utilizing the hardware specs of the PlayStation®2 which also launched in the same year, it was developed as an action game that allowed players to enjoy the "exhilaration of 1 vs. 1,000" by defeating numerous enemies in a single rush. Battle conditions changed in real time based on the player's actions, and players could then decide on their next steps accordingly; thus launching the "tactical action" genre.
