Direct Control Land and Substitutes Dominion and Land Holders

The daimyō can assign domains to officers for them to govern.
Appointees within the directly controlled land of the daimyō are called Substitutes, while those assigned to other areas are called Land Holders. Governors of counties that have a castle are called Lords.

*The daimyō also receives gold from counties outside the direct control land.
*Supplies are held at each castle and are not collected by the daimyō.
*Issuing the System Reform LV3 policy will allow you use the auto-appoint function.

Direct Control Land and Substitutes

The daimyō receives a monthly income of gold and supplies from the direct control land (the counties of the main base).
Officers can be appointed as substitutes to govern the counties of the direct control land.
The ease with which a county is developed and the abilities of castles vary depending on the substitute's abilities.

Appointing Substitutes

Access Appoint > Substitute from the command menu to appoint a substitute.
Substitutes can be changed without any concern for station or terms.
Since chiefs cannot be appointed as land holders, it's a good idea to appoint them as substitutes first so they can gain enough honor to become infantry leaders.

*A county with the icon has a Large Farm or Large Fair major settlement.

Dominion and Land Holders

Daimyō appoint officers as land holders to develop their counties (officers appointed to counties with a castle are lords).
The ease with which a county is developed and the abilities of castles vary depending on the land holder's and lord's abilities.

Appointing Land Holders

Access Appoint > Dominion from the command menu to appoint an officer as a land holder (if infantry leader or above) or as a lord (if samurai leader or above).
Once appointed, an officer cannot be changed. However, the appointment of land holders can freely be changed after the System Reform LV2 policy has been issued, and lords can likewise be changed after issuing System Reform LV3.

*Issuing the System Reform LV2 policy will allow you to change the dominion of multiple officers within the daimyō province at once using Relocate. However, an officer who was given dominion during a direct talk via Authorize Dominion cannot be changed until the term deadline has been reached.

Activities of Land Holders

Land holders will seize settlements and add them to land development sites at their own discretion. This will increase gold income and harvest, and it will sometimes produce special results.

Land Holder LEA Affects militarization and settlement seizure speed.
Land Holder INT When INT is 60 or above, the officer will automatically perform covert actions on an adjacent, targeted territory.
Land Holder POL Affects the speed of additions on land development sites.
Affinity with the Lord Castle abilities will increase more easily when there is a positive affinity with that county's lord.

*The daimyō cannot order the development of counties outside the direct control land. However, orders can be given to individual castles by accessing Civil Affairs > Land Measures from the command menu.

Abbreviations

Lords and Castle Abilities

Appointing an officer to a county that has a castle makes them a lord.
Castle abilities are based on the lord's abilities and supplemented by the abilities of any land holders who have higher abilities than the lord's. Castle abilities increase more easily when the lord and land holders have positive affinities with one another.
Setting town plans will allow town facilities and settlements to be added automatically. These additions will increase gold income and harvest, and they will sometimes produce special results.

*Issuing the System Reform LV1 policy will allow you to directly order the addition of facilities by accessing Civil Affairs > Town Facility > Castle Town Plan from the command menu.

Lord's Dominion

Lords with a station of captain or above can govern multiple counties within their dominion.
Counties with no land holder will not be developed. If you lack sufficient officers, you should assign additional land to your lords.
As their station rises further, they can be assigned even more counties.
Access Appoint > Dominion from the command menu to assign another county to the same officer.
